new dist area

Anyone know what has to change with our dist area? I see some projects 
are using one based out of a svn now, I wonder if that would be easier, 
might be able to automate more with maven?

[1] According to this we will have to use it by the end of this year 
when all the rsync scripts go away

We started using that svn based diet area in recently graduated sqoop project. However I have no idea how it's working :-/
