I'm not sure whether inserting while printing is the correct solution. The
usual way is to add such a line to the document template. That is already
possible and you can make your default document template containing such a
line.

Can you please provide instructions how to create a few millimeters long line
exactly at the page center near the edge of paper?

View Drawing toolbar
Draw a line while holding down shift-key to make it horizontal
>From context menu of the line choose item 'Position and Size'.
Anchor to page.
Set width to 1cm, height to 0,04cm for example.
Set horizontal alignment to "left" to "Entire page".
Set vertical alignment to "center" to "Entire page".
Check 'protect position', OK
Sent "To Background"
