Adapt the build to maven-parent 50
RAT 0.18 takes inputExcludes and the parent's java17+ profile now binds rat-check, so the excludes move to pluginManagement. Surefire is pinned to 3.5.6 until SUREFIRE-3460 is released: 3.6.0 breaks when DefaultIteratorResultSet.finalize() logs from the Finalizer thread.
