Actually, the [StringUtils#startsWithIgnoreCase|https://commons.apache.org/proper/commons-lang/apidocs/org/apache/commons/lang3/StringUtils.html#startsWithIgnoreCase(java.lang.CharSequence,java.lang.CharSequence)] method has been part of Commons Lang since version 2.4, so the OP might have simply overlooked it.

StringUtils.startsWithIgnoreCase(null, "abc")     = false
StringUtils.startsWithIgnoreCase("abcdef", null)  = false
StringUtils.startsWithIgnoreCase("abcdef", "abc") = true
StringUtils.startsWithIgnoreCase("ABCDEF", "abc") = true
