Error message on CVS commit to locus.apache.org, unable to access the commit log?

Any thoughts on this one? 

cvs commit httpd.h

And why are the latencies for the new-httpd list so long? My mails
got stuck for more than 15 minutes now. A pure mail to martin@apache.org
is being returned in seconds (by means of my .forward file).

I still get:
cvs server: cannot open /home/cvs/CVSROOT/config: Permission denied
Cannot access /home/cvs/CVSROOT
Permission denied
Exit 1

probably because of:
% ssh taz.hyperreal.org ls -ld /home/cvs/
drw-rw-r--  12 cvs  cvsadmin  1024 Jan  2 21:44 /home/cvs/

Note the missing 'x' bits.

Or on taz:

  % ls -l /export/home/cvs
