> In Samza-1085, we would like to build a new file system which supports certificate localization. Once that is built and plugged in, we need to change samza code to carry and pass the certificate signing request path in the context for the resource localization. 
> Once the samza client configured "csr.ssl.request.path" (a sample value would be "certfs://certificateservice.com:10180/ca/request_service_certificate") in his/her job, we need to get the configuration and construct the corresponding resource in the context for that Samza job. The resources in the context will be localized through yarn in the localization stage.
