    Description: 
Here are reproducible steps:
1. Use S3 as secondary storage on a multi-zone environment.
2. Create a template from snapshot in a specific zone.
3. The created template cannot be used for another zone (cannot deploy a VM using the created template).
It can only be used in the zone where it was created.
