[PR] fix(internal/utils): reset buffered reader state [arrow-go]

   Reset now clears a pending read error before the buffered reader is reused. Peek also returns only the bytes actually buffered when the input ends early, matching the standard buffered-reader contract instead of exposing unused buffer capacity.\n\nTests:\n- go test ./internal/utils
