Would we still pass in a bootstrap monitor? I think we'll need something until the system service Monitor Factory comes up

Yes but we would inject RuntimeContextImpl with an implementation of its monitor rather than a MonitorFactory. The bootstrap process would result in the definition of MonitorFactory as a system service. There may be a mini-monitor that handles the bootstrap separately from the implementation used once the system is booted (for example, bootstrap may log to a local file and/or stderr whereas normal monitoring could log to a central monitoring application).
