The subject munging for dev@lucy changed during the DMARC adaptations -- the list used to add "[lucy-dev]" but now only adds "[dev]". Please restore the previous behavior, so that "[lucy-dev]" gets added once again.

In addition, please *remove* subject munging from commits@lucy. Right now "[lucy-commits]" gets added to every subject header; please reconfigure the list so that nothing gets added going forward.
