Please see bug 35217 for at least one much more
clear case where not parsing quoted strings 
correctly results in RFC 2616 violations. That
bug deals with Cache-Control directives where
RFC 2616 is more specific about extension directives
and does explicitly allow quoted directive values:

  cache-extension = token [ "=" ( token | quoted-string ) ]

(N.B. One of the test cases in bug 35217 uses quoted
directive name. You can ignore that case based on the
earlier discussion above.)
