[Log4j] Release in README.md

We (should) have a link to the latest release in README.md in Git. 
However, that was not updated since 2.8. I have updated it to 2.9.0 now.

We should make sure to update it for every release.

Do we have a release checklist? On that we should add to create a Git 
tag, and update README.md.

You can also use a version range:

<version>2.+</version>

I have an issue with anything that references a release version in the README. Keeping that up to date requires that it manually be updated before the release to the release version and then be updated again after the release to the snapshot version. Everywhere else a version appears in things that are part of the release it is rendered via a velocity template using the release version in the pom.  I really do not want to be manually updating this.

Updating README.md is not there, I suggest we add between 6 and 7:
