mod_jserv.log has the wrong time stamp

Summary: mod_jserv.log has the wrong time stamp
           Product: Apache httpd-1.3
           Version: 1.3.23
          Platform: PC
        OS/Version: Windows NT/2K
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: mod_log_config
        AssignedTo: bugs@httpd.apache.org
        ReportedBy: jgodea@kfbs.com

We have Apache on 5 servers here. They all show the time as 6 hours ahead of
what it should be in the mod_jserv.log. All other log files are correct time.
The version # is actually 1.3.12.
