[ANNOUNCE] ActiveMQ-CPP Version 3.9.5 Released

Hi Everyone,

Its official, AcitveMQ-CPP v3.9.5 has now been released.

There is a new configuration option to help deal with hang when broker 
doesn't respond to a connection request and some fixes for SSL leaks.
