Currently, Apache Aries provisioner always provisions an EBA against local runtime. Most Application Servers do not wish to expose their local runtime to customers' EBAs. Therefore, they may wish to change the provision behaviour. We should make this behaviour configurable and let application servers decide the provision behaviour according to their own enviornment.

The default behaviour is to provision EBA applications against local repository unless the system property 'provision.exclude.local.repository' is set to 'true' (ignore case).
