The controller service should be able to load a JSON file and pull random entries from the top level regardless of whether it is a JSON object or list. Arrays of primitive values (ex. strings) should be handled with a common structure like this:

{ "key": "XYZ" }

where XYZ is the value that was pulled from a list like this:

[ "ABC", "DEF",...,"XYZ" ]
