Turning on some logging, I am now not so sure this has to do with modules.  It appears that the 
AbstractSelectForward class has some inappropriate copy/paste artifacts from AbstractSelectInput that 
only come into play when the controllerConfig property inputForward is set to true.

Changing this exposed a bug to do with changes in RequestUtils, so I'm in the middle of some work on 
this, but I thought I'd update the bug ticket.
