1. Setup Management server
2. Setup KVM host with Cloudstack Agent installed
3. Setup Basic Zone with SG service offering
4. After having all the system VM's running , tried to deploy the first instance
Observation :
First Instance deployment failed as the router failed start .

How about calling "mkdir /root/.ssh" directly, instead of calling java to create directory. There is no way to know why creating directory failed in java.

Tried with 211 oss build. With this build,
1. There is no need to restart the host
2. Router Vm and instance Deployment is successful.

Tried with http://jenkins.cloudstack.org/job/build-4.0-rhel63/lastSuccessfulBuild/artifact/CloudStack-oss-4.0.0-156.tar.bz2. Facing the same issue. Router VM always failed to deploy .

Yes, I'm testing that right now. Since we're calling chmod directly we might as well roll it into a single "mkdir -m 700 /root/.ssh". If I chmod /root to add u+w, everything works. Apparently java uses the file permissions as the authoritative source; we should be able to do what we want as root. I don't think we want to mess with /root perms, so calling mkdir from shell should get around the issue.

Most likely that missing ssh key. If the agent cant ssh into the guest it shuts the guest down.The question is why it is missing the first time but not the second time. It should get populated any time the agent starts if needed, not just the second time. When this issue occurs is the first start of cloud agent always at boot? Can you find anything in the log regarding failed copy at the first start?

Yes that is strange. The chmod only occurs after mkdir of /root/.ssh, so apparently the mkdir is failing? I will roll a patch that puts a bit of debugging in, and we should probably avoid the chmod if the mkdir fails anyway. I don't think this will fix anything though it might tell us what's going on.

I am able to consistently see the issue in both Basic and Advanced zone. I am trying on fresh install of hypervisor OS and MS.
Needed to manually restart cloud-agent on host to get the router VM started.
Here are the steps:
Install Agent on host
Restart host (due to bug: https://issues.apache.org/jira/browse/CLOUDSTACK-205)
Add host to MS
System VMs are up
Deploy instance-> fails due to router VM not coming up
Restart cloud-agent on host
Start router (succeeds)
