I have to mark the svn repo as read-only during the migration. When would be a good time to start?

As for gitpubsub, it is fairly new and is only rolled out to one of the TLP servers, so I will be working on getting that to the others during the week, and then I'll update the ticket with specific details regarding gitpubsub.
