 Duplicate tickets should be searched when entering a new ticket's summary.
 The duplicates would need to be determined at least by searching the
 summary of existing tickets, but searching the ticket description could
 make the feature even more powerful. th:DuplicateTicketSearchPlugin
 provides an example of what the implementation might look like, but we
 would like to avoid the dependency on the th:XmlRpcPlugin.
