[PR] docs: Alerts & Reports — document tab selection + add troubleshooting checklist [superset]

Updates docs/docs/configuration/alerts-reports.mdx:
- Adds a short section on selecting a specific dashboard tab for reports (ALERT_REPORT_TABS).
- Adds a compact troubleshooting checklist (SMTP, dry-run, Celery/beat, headless browser, Redis, K8s/Compose).
Why: These are recurring pain points in issues/discussions; consolidating fixes + calling out the tab feature makes setup faster and reduces support load.
