The first half of this fix has been committed to commons-validator in changeset
164749.  We might be close to a release so I'm gonna hold off fixing the Struts
code as it would introduce a dependency on an unreleased validator jar.  I'm
assigning it to me so I don't forget to follow up.  Thanks a bunch for the patch
and effort!
