i have split them out. 

https://github.com/apache/cordova-common
https://github.com/apache/cordova-fetch
https://github.com/apache/cordova-serve

tags got copied over but no release branches. That is fine.

For cordova-lib, I'm thinking about leaving the entire git history + release branches in there. Going forward, common, fetch and serve will have their own release branches in the new repos. 

TODO:
- add new repos to coho
- delete common, fetch & serve from lib repo
- add travis + appveyor to each new repo
- update cordova-lib repo travis + appveyor
- fix coho nightlies to work with new split out modules
