for implementation:

 

I think that a new Mojo parameter (so a Java attribute) can be added in this class [https://github.com/apache/camel/blob/master/tooling/maven/camel-maven-plugin/src/main/java/org/apache/camel/maven/RouteCoverageMojo.java] )

 

then it can be used here to fail also with a dedicated message when the threshold is not reached:
