current HEAD broken

The build breaks with this error:

    [xconf-tool] Error in: 
C:\dev\apache\cocoon\xml-cocoon21-dev\build\cocoon\blocks
    \databases\dest\db-modules-input.xconf

    BUILD FAILED
    file:C:/dev/apache/cocoon/xml-cocoon21-dev/build.xml:1310: 
IOException: java.io.
    IOException: XPath (/cocoon/input-modules) returned not one node, 
but 0 nodes



Adding the following to cocoon.xconf eliminates the error:

  <input-modules>
  </input-modules>
