[Bug 6552] RCVD_ILLEGAL_IP ruleset incorrectly black flagging IP range!!!

This is really getting frustrating. The problem is fixed in trunk,
fixed in 3.3 and the updated rule is being offered by sa-update for 3.3.1.
So sites running 3.3.1 with updated rules, or trunk, are not affected
any longer.

In this regard this bug is a duplicate or a variation of:
Bug 6460, Bug 6465, Bug 6516, Bug 6299, Bug 6467, Bug 6475, Bug 6498,
and is gaining proportions of the infamous SA Y2010 bug.

The problem remains with those sites which are stuck at 3.2.5 and
are unwilling to upgrade. I'm attaching a backported patch for 3.2.

I have no idea whether the updated rule when committed will
automatically end up in 3.2 rule updates.
