Proposed Admin drain methods and signatures:

Drain RegionServer:
- void drainRegionServer(final ServerName sn);

List Draining Regions:
- List<HRegionInfo> getDrainingRegions(final ServerName sn);

Clear Drain From RegionServer:
- void removeDrainFromRegionServer(final ServerName sn);
- void removeDrainFromAllRegionServers();
