Not actually necessary. For new files, the year should
be the year that it was created. For existing files,
the year does not need to be changed, because copyright
extends for a certain number of years after the creation.

I have no idea what a range of years is supposed to mean.

We could go through our SVN and get rid of the range
and just put the year of creation. That would make our
job easier.
