ATS_ vs TS_ in 'defines' ?

  Hi all,

please take a look at

     https://issues.apache.org/jira/browse/TS-452


and comment with suggestions (or, votes I guess). The proposal is to 
stick with one prefix, TS, for everything, just like we named the 
include files ts/ts.h etc.
