[PR] [FLINK-36245][FOLLOWUP] Remove the @Deprecated for ArrowSourceFunction and SinkFunction [flink]

## What is the purpose of the change
This PR follows up https://github.com/apache/flink/pull/25331
It seems missing the two classes.
## Brief change log
Remove the @Deprecated for ArrowSourceFunction and SinkFunction
## Verifying this change
This change is a trivial rework / code cleanup without any test coverage.

nit: maybe change which is due to be removed. -> which is deprecated.
The phrase "due to be removed" is ambiguous, are we saying v2 will have this as deprecated. If so I assume this would then be removed in Flink v3 as some future time

Yes. Because the `SinkFunction` will be removed in future versions, this function depends it.

Hey @beliefer . We are in the process of Rewriting the Arrow Source Function, i.e moving it to the new Source API. I think this deprecated should be kept for now. Here is the [ticket](https://issues.apache.org/jira/browse/FLINK-37444)

I think the core functionality of the source should remain the same, but the design is still WIP. So IMO we can keep the @deprecated annotation on ArrowSourceFunction

Rename SourceFunction / SinkFunction to LegacySourceFunction / LegacySinkFunction, and mark them as Internal interface. Some class that implemented SourceFunction / SinkFunction with PublicEvolving were also renamed.
Remove Sink V1 API and relevant usage.

I was thinking that to complete the original PR we need to change all references of `SinkFunction` to
`LegacySinkFunction` why is this change still referring to `SinkFunction`. Am I understanding this correctly?
