how to resolve the issue that some inheritable read/write privileges are needed on history if versioncontrol is needed

All,
 
I found if version control is needed in slide, some inheritable read/write privileg must be granted on /history directory. 
 
This will bring a security issue:  one user can seed all content under /history directory, but some of the content are owned by other users and should only be viewable to the owner.
 
Has anyone had such issue and is there approach to resolve it?
