   ### What happened?
   
   Python PostCommit sickbay tests for Python 3.7, 3.8, 3.9, 3.10, and 3.11 are failing

   The error log doesn't show a clear indicator though. Python3.11 run for example: https://ci-beam.apache.org/job/beam_PostCommit_Sickbay_Python311_PR/4/consoleText

   Failure: Test is continually failing

   Priority: 1 (unhealthy code / failing or flaky postcommit so we cannot be sure the product is healthy)

   The current fail is just there is no test sickbayed, and when no test run, pytest returns a nonzero value also, and jenkins thought it's failing

   sickbay tests are expected to fail, as they are "sickbayed". The trigger shouldn't be included in mass_comment
