Rohith Sharma K S resolved YARN-7701.

    Resolution: Cannot Reproduce

I tried in trunk to reproduce same, but could not get this. The reason is  YARN-6061 and YARN-3742 are fixed in trunk which triggers event to transition to standby.
I am closing as can't reproduce in trunk!
