VPATH support

Hi,

the appended patch enables developers to have multiple build
directories while having only one copy of the source tree.

This is also useful for driving multiple concurrent builds 
(i.e. automated testing).

It's supposed to be portable and fast. All BSD, SysV and GNU
makes I know of support it.

I'd appreciate your comments before this thing gets committed.

(The new code in lib/apr/configure.in sucks; I had to choose
between adding cruft or improving APR's and mm's build system :-)
