Translation of user manual

I need to provide my users with a comprehensive manual of Velocity in spanish, and I was thinking along the lines of translating the user manual.

What is the format of the files of such a translation, that is, in what format must the files be produced?
Is it docbook? 
html with a velocity template?
xml?

Oh, that would be great.  We would love to host it here if you wish.

XML.

Take a look at the xdocs directory.  Those are the document sources, and
they currently use anakia to render to HTML.
