bash: /opt/cloud/bin/keystore-setup: No such file or directory

I do not understand anymore what is wrong with this KVM setup, now I try to
rebuild again the Secondary storage and console because the virtual router
is not working but I get a different error "bash:
/opt/cloud/bin/keystore-setup: No such file or directory"

Is this a bug?   I deleted the templated and added again,  the system
template is 4.15.1 KVM like the cloudstack version.

 

 

BTW, I have the same version of KVM but in a cluster, and the systemvms are
hosted on vmware, I do not have any problems with that one for instances but
I didn't tested for system vms.
