Steps:
1. Create an account and deploy instances using this user account (Root Volume size is 2 GB)
2. Check the primary storage usage for this account : (2 GB)

<primarystorageavailable>198</primarystorageavailable>
3. Update Resource count of this account
4. Verify primary storage resource usage :
It is set to Zero .
