404 error for geronimo-web-console

copy the geronimo-web-console.war to webapps dictory and restart tomcat
again.
I got the geronimo-web-console web application.
In the web browser, http://xx.xx.xx.xx/geronimo-web-console
but it returns 404 error.
The requested resource (/geronimo-web-console) is not available.

The other web application is running well in my tomcat container.
Dose anyone have same experience or know how to solve it?
