[I] Support PEP 740 Digital Attestation in pyarrow [arrow]

   ### Describe the enhancement requested
   
   Pyarrow is used by many companies in various projects (https://trailofbits.github.io/are-we-pep740-yet/).
   
   Companies can more safely use Pyarrow if the package is published with digital attestations according to PEP 740 (https://peps.python.org/pep-0740/).
   
   Hence, Pyarrow should be published with digital attestations.

   Thanks for opening the issue! We already have an issue that tracks trusted publishing related to PEP 740 and Digital attestations here:
   - https://github.com/apache/arrow/issues/44733
   I am going to close this one as duplicate, feel free to reopen if you have more concerns.
