If I create a app_de.properties in my WEB-INF directory, it will be ignored until I also create an app.properties.
All other l10n files (for the pages, for example) work without an extra properties file for the "standard language": I only create a Home_de.properties, for example, and it works without having to to create a Home.properties. This inconsistency leads to my belief one of these two isn't desired behavoir, and I hope the one named in the summary isn't.
