[On the mailing list][1] it was suggested that the release candidate script generate an email that establishes a minimum voting time, with the end of the vote actually called by the RM.
Below is the suggestion that @mikewalch made on the list.

The release manager (at their discretion) should be able to give voters
more time (especially when the vote opens late in the week like this did).
Voting should just continue after the deadline until the release manager
ends it (they can still end it at the deadline). We should change the form
email that opens the vote to have the following text:
This vote will remain open until at least Mon Jun 5 17:00:00 UTC 2017
(Mon Jun 5 13:00:00 EDT 2017 / Mon Jun 5 10:00:00 PDT 2017). Voting can
continue after this deadline until the release manager sends an email
ending the vote.
```
