Cutting 4.12.1

Hi Bookkeepers,
We committed a few patches for little fixes after 4.12.0, mostly around:
- fixes about BookieId
- upgrade ZooKeeper to 3.6.2 and Curator
- fixes about Standalone mode
- "Opportunistic Striping" feature

The ZooKeeper/Curator Upgrade is blocking an upstream update in Pulsar and
also the fixes about BookieId are blocking the adoption of BookieID in
Pulsar as well.

I think it can be a 4.12.1 release, not necessarily a 4.13.0

if you do not have objections, as soon as we commit the pending patches I
would like to start the release process for 4.12.1

Do we also need to cut a release out of branch-4.11?
