[Discuss] Enable nightly Java snapshot deployment for 3.x

Hi community,

Currently, our first preview Java release 3.0-preview is about to be
deployed.

How about enabling nightly Java snapshot deployment on the 3.x branch[1]
like the 2.7.x version does[2] , and users can verify their new request on
the latest branch?
