In the latest version of Android Studio the templates have moved: Android Studio\plugins\android\lib\templates. For me the only workaround at the moment was to create a symbolic link from sdk/tools/templates to this directory.

Cordova 7.0.1
Android Studio 2.3.3
Android SDK Tools 26.0.2
