This Jira is for tracking Madlib release tasks.
 # Ensure all source files meets Apache licensing requirements, and that LICENSE and NOTICE files are up to date
 # Sign all release artifacts
 # Push release candidate artifacts, sigs, and hash files to dev svn repo [https://dist.apache.org/repos/dist/dev/madlib/]
 # Vote on releasing
 # Delete 1.15 artifacts from svn repo
 # Push final release artifacts, sigs, and hash files using svnpubsub to release svn repo:  [https://dist.apache.org/repos/dist/release/madlib]
 # (After waiting 24 hours) Add download link to website & send email announcement
