DUCC services currently must be registered, then started.  This tracks the ability to directly submit a service without first registering it.  The Service Manager tracks the lifetimes of the submitted instances, runs the pinger, and manages the submitted services as dependencies for other services and jobs, but does not attempt to **manage** the lifetime of this type of service.

If multiple services instances are submitted with the same Queue:broker endpoint the SM combines them and manages them as multiple instances of the same service.
