HBASE-4754 FSTableDescriptors.getTableInfoPath() should handle FileNotFoundException

Hi,
HBASE-4754 is required for HBase 0.92 to work with Hadoop 0.22

I have modified the files where null return from listStatus() wasn't
expected to utilize the new FSUtils.listStatus()
Patch testing didn't reveal problems w.r.t. the proposed patch.

Please provide your comments.
