IMO the message does not make any sense on neither list if it is sent
any 24 hours even if nothing was updated at all. I think it makes sense
to give a head-up about changes on the site, but won't the commit
messages do the job anyway?
If would be nice to get notified when the cron job could *not* run. This
is the usual behaviour: If you don't hear anything from your cron job,
it's save to assume it ran. Only if it produced an error message it
should send a mail.
I am not sure how to construct this to catch a problem like the key
change we had recently. Does svn have any "do not prompt for anything"
flag and does it set a return value that a script could use?
