Provide optional support for parsing faces-config.xml files in the classpath at startup time

When writing unit tests for JSF components and renderers, it is tedious and potentially error prone to have to hand register the various artifacts with the Mock JSF runtime.  It would be much more useful for the test framework to provide convenience functionality to parse either an individual faces-config.xml resource, or all such resources found in the class path, to perform these sorts of registrations.

Fixed (on the trunk) in nightly build 20070107.  Targeted to be included in the first 1.1.x release.
