[users@httpd] Unable to download MS Windows 2.2.12 installer

Hi,
I'm not able to download 2.2.12 from any of the download sites.  After
selecting the desired msi file, I get a message from the browser that
the link failed. When I select other files and look at the directory
listing for the site, the most recent version on all mirrors is
2.2.11.

I did not see anything on the project home page that indicates that
the windows binary installer is not available.
